“It will pay for itself” : is this bonkers or is there some truth to it ?

By closely watching the democratic primary, I noticed that most candidates put forth a plan of some sort that will pay for itself via additionnal tax revenue, such as Sanders' environnement plan ( https://time.com/5659372/bernie-sanders-climate-plan/ ) or Yang's UBI ( https://www.yang2020.com/blog/ubi_faqs/pay-universal-basic-income/ ). At least a portion of the money needed for the plan is generated by said plan, hence "it will pay for itself".

We've seen with the Trump tariffs that in this case, the plan is not paying for itself at all, so is there some general truth to this claim or are we greatly overestimating the increase in tax revenue after governement spending ?
