Is there an incentive to keep Puerto Rico around?

I can't recall a time period where the island itself was economically stable (largely due to U.S trade restrictions) and with it's ever growing debt, recent natural disaster, now people leaving, what is left to keep this land to ourselves?

Would it be criminal to suggest selling the land back to Spain? We don't want to make this land/territory an state, yet we won't allow it to be it's own country. Why is this relationship so fucked? What is the value worth to the U.S by having this kind of relationship? Or better yet, tax payers?
